Positives: Some staff were doing their best. One felt so bad she gave us partial refund, but it hardly mattered at that point.
Negatives: A/C did not function AT ALL in either room and running the fan was like having a garbage disposal in your ear (turns out this was posted by multiple guests in reviews, so changing rooms would be pointless). Windows were actual garbage - one fell out in my daughters hands. Room was 80 degrees without windows open, so we were left with sirens, partying neighbors and smoke all night. Light fixture over desk was literally stuck on with duct tape on both sides. Other fixtures on property (e.g., ceiling fixtures in halls) were barely holding on with paint. Elevators were painfully slow with one working on/off about half the time. Daytime valet did his job well, but evening valet would hide in the back room until front desk person told him to come out - which was hard to get front person to do when they had ridiculous long line of people to help. Front desk only had one person EVER despite hundreds of guests in hotel. Food option was self-serve junk food. THE WORST was the out of control partying in the hotel all weekend. Large groups of college kids were staying there and inviting 30-40 other college kids (not guests) to party into the night. The hotel just let it happen. One night drunk shouting students were all over the hotel, multiple rooms, halls, stairwells, multiple floors until 1:30am until front desk finally dealt with it, but she was a young college student herself with no security or staff to help her. We were exhausted all weekend. This hotel is a miserable scam.

Positives: Great view of the city, easy walk to George Washington campus, stored luggage for me until my evening flight on my last day. I also loved that the room had a bathtub. I would definitely try to stay there again if I attend another workshop in DC. Safe was large enough to hold my 13.25" laptop.
Negatives: Not a dislike for me personally, especially if it keeps costs down, but if you want a microwave you need to use the one in the ground floor area (there aren't individual machines in rooms).
